You mentioned a name of a country which is Belgium. As far as l know, when you apply for any visa you should personally lodge your application to the embassy representing your country of destination although there are countries which are exempted from this. All your documents presented to the Belgian embassy here in the Philippines will be checked by local authorities regarding the authenticity by verifying them with the help of several local offices. Obviously this takes time for the verification alone. A tourist visa alone takes at the minimum of 4-12 weeks and so much longer for a visa with the purpose of family reunification, like in your case.
After such verification which are done locally, these papers are then transmitted to the authorities in your country of destination for a final decision which is either your application be granted or denied. That's a normal thing for Filipinos. It's not easy to get a visa...l believe you know the reason why. Of course there are exemptions as well.l hope l gave you a little clarity;-)
